Owner Builder Permit Info
What is an owner builder?
-
- You must be at least 18 years old
- be the owner or joint owner of the land, or be a shareholder in the company that owns the land, or
- have a lease, registered with NSW Land Registry Services, for more than 3 years
- intend to live in the property after the building work is complete or, in the case of a secondary dwelling being constructed, one of the dwellings.
- Note: You need to complete an accredited NSW Owner Builder course ONLY if the market cost of your owner builder work is OVER $20,000 (including labour & materials).
What is owner builder work?
Owner-builder work is any work, including supervision and coordination of the construction, alterations, repairs or additions to a property:

- where the reasonable market cost exceeds $10,000 (including labour and materials), and
- which relates to a single residential property (i.e single dwelling or secondary dwelling) that:
-
- requires development consent (DA) or is a complying development (CDC).

What work can I do as an owner builder?
Owner builder work relates to the supervision & coordination of works such as:

- Decks

- Garage, carports
- Renovations, repairs, alterations, additions
- Secondary dwellings such as ‘Granny flats’
- New home builds
- Note: Dual occupancy (e.g. duplex) – An owner-builder permit will only be issued regarding a dual occupancy, such as a duplex, in cases of special circumstances.
- An owner builder must not do any work that is not covered by the DA or CDC.

Q: How is the Owner Builder Course delivered?
The NSW Owner Builder Course is delivered fully online.
Q: What do I get when I complete the course?
You will receive a Statement of Attainment (SOA) stating you have completed all the necessary units of competency needed to obtain a NSW Owner Builder Permit. Only an accredited Registered Training Organisation (RTO) can issue an SOA.
Q: Is SAFE RITE an accredited RTO (Registrered Training Organisation)?

Q: Do I need a 'White card"?
Yes. Everyone over 14 years old who does any work on construction sites must complete a SafeWork NSW approved “General construction induction card” course – otherwise known as a “White Card”.
If you apply for an owner builder permit without your ‘white card’, Service NSW will reject your application.
***Please note there is no such thing as a “combined white card and owner builder course”. These are both SEPARATE courses. The units CANNOT be combined as both have differant regulators and assessment requirements and MUST be completed SEPARATLEY.
- The NSW Owner Builder course can be done FULLY online. This is where you can log in and out of an online course and at your own pace. The NSW owner builder course is regulated by NSW Fair Trading.
- A ‘white card’ MUST be done face to face or via virtual classroom (ie. with a live trainer at a fixed date and time).The ‘white card’ course is regulated by SafeWork NSW – You CANNOT do a white card “online”.
***Fake ‘white card’ courses – Please be warned of fake ‘online white cards’ or ‘Preperation for White Card’ courses. These courses are FAKE and are not recognised.

Q. Is the NSW Building Commission and ASQA investigating poor quality training?
Yes! The NSW Building Commission is conducting a skills audit on worksites and investigating possible corruption.
The NSW Building Commission has found evidence that individuals can buy qualifications and certificates with little or no training from poor quality or corrupt training providers.
- The NSW Building Commission is conducting a skills audit on worksites to crack down on dodgy qualifications and certificates after discovering companies (RTO’s / training providers) selling certifications without providing adequate training.
- NSW Master Builders Association has stated its members had raised similar concerns about “suspect” qualification processes, with concerns people had about inaqequate training or could submit evidence of work that wasn’t theirs, or have another person take an online licensing test for them.

Q. How can I identify a poor quality training provider?
Poor quality courses / training providers pose a genuine risk to the interests of students, the community and industry.
They are easily identified because they will typically breach any number of Standards that govern RTO’s.
Some examples include (but are not limited to):
- Advertise unrealistic timeframes such as complete in “less than 3 hours”. RTO’s who engage in this type of advertising are deemed as potentially “deceptive” and/or “corrupt” by the federal government regulator- the Australian Skills Quality Authority (ASQA).
- Advertise ‘100% Pass Rates’ or ‘Guaranteed Pass’ – An RTO cannot guarantee a student will pass before they enroll. This is also deemed as possible corrupt behaviour by RTO and/or students by ASQA.
- Poor quality course resources and materials.
- Imitate/copy other RTO products, resources and services.
- Students being enticed to pay upfront.
- Paying upfront then being told of a “No Refund Policy”.
- No Student Guide Handbook.
- No Course Information Handbook.
- No investment into building industry technologies or developing building industry solutions.
- No e-Learning technology
- Using outdated e-Learning software.
- No industry recognition.
As per the Australian Skills Quality Authority (ASQA):
RTOs cannot guarantee or claim the following:
-
- “100% pass rate” or “Guaranteed pass…”
- RTOs must not guarantee the completion of a qualification or unit in unrealistically short time frames…” such as completing 5 units of competency in “less than 3 hours”.
This may be regarded by ASQA as possible “false or misleading advertising”, “deceptive practices” “provider enabled cheating” , and advertising “100% Pass Rate” or “Guaranteed Pass” may be deemed to be engaging in “academic fraud” and/or possible “corrupt behaviour” by the RTO or student.
